What's this? One many, many solitaire mahjong games produced by Sunsoft, this one developed by Success and distributed in arcades in 1993; in addition to the standard single-player mode, this version also includes a turn-based co-operative multiplayer mode and a split-screen versus mode for two players. (This is a catch-up release for Switch; PS4 got this game way back in 2015.)
Why should I care? I have not played Shanghai III but I feel confident in stating it's probably a perfectly adequate simultator of solitaire mahjong. (The audio hardware is clearly not up to 1993 standards, however.)
Useless fact: Nowadays, Sunsoft's gaming endeavors are mostly limited to licensing out their old games and properties, but they did make a return to direct production and publishing in 2018 with the original Shanghai Refresh for Switch,
